Burn-vs-distribute preference system (scaffold)

A contract (named in layers.md) that implements a staker-weighted preference system for protocol revenue:

• burn $REGENT (deflationary pressure)

• distribute to stakers (yield)

• Scaffold: exact function signatures, events, and accounting will be added after the contract interface is finalized.

Intended UI surface

layers.md describes a /protocol route that would show:

• total $REGENT staked

• current burn-vs-distribute ratio

• historical chart of the ratio

• ability to stake/unstake and set preference
