Live vs planned

• Scaffold: layers.md describes staking and burn-vs-distribute preferences; contract-accurate details will be added after final interfaces/addresses are pinned.

Intended behavior (from layers.md)

• users stake/unstake $REGENT

• users set a personal “burn vs distribute” preference

• the protocol aggregates preferences (token-weighted, possibly time-weighted)
